Description

The help for the --no-user, --system, and --user arguments under init were suppressed and commented out. I removed those things so they'll show up in the CLI. Also added init command to the docs.

I removed "[Experimental]" from the conda init docs in argparse, since I figured it's been "experimental" forever, but happy to add it back in.
