SPIKE 🔍 Add a "plugins" sub-command for listing/searching conda approved plugins #11823

Description

Checklist

  • I added a descriptive title
  • I searched open requests and couldn't find a duplicate

What is the idea?

To allow users of our CLI to easily list and search through our officially approved plugins, we need to create a new sub-command called "plugins". The implementation of this plugin will not be very complicated as it will just be retrieving a machine readable file and printing it to the terminal.

What should happen?

Much of the implementation details have yet to be determined and largely rely on the approach determined in this issue: #11822

  • Investigate how this would be added to conda and exactly which actions we will need (list, install, enable, disable, etc.)
  • Write up a technical specification (either as a separate HackMD document or on this issue)
