As we develop more plugins, we will want to have a community curated list to promote plugin authors and instill confidence in our users who will be utilizing these plugins.

What should happen?

As part of completing this issue, you will need to do the following:

• Determine a strategy for storing this index (see this epic @jezdez already has some good ideas)
• In the comments, draft your planned approach for hosting this index
• Afterwards, share this issue in the conda community sync meeting in order to solicit feedback and spark a discussion (also share in any other communication channels you deem necessary)
• Update BLOCKED: Create a plugins index #11824 with implementation details after discussion
