Remove the need for conda-forge to be patched at release time #11887
Description
What is the idea?
Currently, conda-forge has to be patched every time it is released. This is undesirable and caused issues during the latest release of conda (22.9.0). More information here:
Why is this needed?
This is needed to make the release process less error-prone.
What should happen?
We need to bring back the changes that conda-forge is patching so that this patch is no longer necessary.
- Add patch to main conda: UTF 16 and UTF 32 fixes #9946
