upgrade and downgrade tests are interferencing with each other by using the same worker name `ops-worker`, so when these two runs in parellel, there is chance that `fly volumes` cmd returns the volumes belong to the worker from the other test. Signed-off-by: Rui Yang <ruiya@vmware.com>
