As a developer, I want my failing pipeline to be immediately visible and identifiable in my list of pipelines so that I can see that something is wrong. The best way to do that would be to surface the red pipelines to the top

Given that I have 3 pipelines under Team Anon named

1. Alice-pipeline
2. Bob-pipeline
3. Eve-pipeline

When Bob-pipeline fails
Then Bob-pipeline floats to the top of the list and the ordering of the pipelines is now

1. Bob-pipeline
2. Alice-Pipeline
3. Eve-pipeline
