新建用户组时选择不从现有用户组复制会触发错误 JSON marshall error

To Reproduce
Steps to reproduce the behavior:

1. 前往管理页面
2. 新建用户组
3. 从现有用户组复制 选择 不复制，确认
4. 错误复现

Expected behavior
不复制现有用户组的时候应该让用户输入相关用户组初始信息
