What happened?

When I work with o3-mini in Cline's plan mode, it still makes direct changes to the file.

Unfortunately, I cannot copy the content from the API response (for whatever reason). I have tried right-clicking > Copy as well as CTRL + C. But it has been executed in # Current Mode PLAN MODE.

Steps to reproduce

1. Open cline task with OpenAI native & OpenAI tier 3 API key resoning_effort=high (advanced settings)
2. Switch to plan mode and ask a question around a bug / feature
3. Observe file changes
