This was used to run cilium-operator as a systemd service in vagrant VM based tests. We now only use systemd services in the runtime tests but these don't run cilium-operator, so the service file is obsolete and can be removed. Signed-off-by: Tobias Klauser <tobias@cilium.io>

The k8s based tests were moved to other testing infrastructure and the remaining runtime tests don't need to build these images. Thus the respective provisioning logic is obsolete and can be removed. Signed-off-by: Tobias Klauser <tobias@cilium.io>

Remove various leftovers of vagrant-based k8s e2e tests. These were moved to LVH-based testing. See individual commit messages for details.
