I believe this dependency originated from the need for `HaveLargeInstructionLimit`. As we now require a 5.4-equivalent kernel there is no more need to point out this requirement. Signed-off-by: Julian Wiedmann <jwi@isovalent.com>

Remove a few redundant requirements. Mostly because they are satisfied by the minimum kernel version.
