docs: bandwidth-manager: remove mention of minimum kernel version

Cilium now requires a 5.4 kernel, remove this stale dependency from the
docs.

Note that RHEL8 also contains the relevant kernel changes, see
#34491.

docs: system-requirements: remove stale requirements

EGW and VTEP depend on HaveLargeInstructionLimit(), and thus required
a 5.2 kernel.

As Cilium now requires a 5.4 kernel, the requirement is always satisfied.
RHEL8 also provides HaveLargeInstructionLimit(), and we even fatal on
startup if this capability is not available.
