This command, expected to be run inside the Cilium container, simply
informs users with a friendly message that they are using the wrong tool
to dump clusterwide state, and provides a link about how to do so.

The context here is we've started receiving bug reports from users using the wrong tool to run the sysdump. I figure we could mitigate that a little by providing a more user-friendly message to tell them how to do it correctly.
