When running the post-release.sh (and hence pull-docker-manifests.sh) scripts for prereleases, the pull policy would be set wrong by default (set to Always, rather than IfNotPresent). Fix it. Reported-by: André Martins <andre@cilium.io> Signed-off-by: Joe Stringer <joe@cilium.io>
