Partial backport of commit f7315dc ("Update k8s kind (network) (conformance) tests") to v1.16. Before, we ran both the `[sig-network]` and `[Conformance]` tests. But the `[Conformance]` tests include a lot of tests that are not relevant for Cilium, some of which are actually flaky, and take up a lot of CI time. This commit changes the tests ran to only run the `[sig-network]` tests and no longer all `[Conformance]` tests. Signed-off-by: Tobias Klauser <tobias@cilium.io>
