The Cilium upgrade pre-flight process does not pre-pull the new Envoy image, on clusters with cilium-envoy deployed as a separate DaemonSet.

Include the cilium-envoy image in pre-flight/pre-pull.

Add a pre-flight template for cilium-envoy alongside and similar to the existing pre-flight template for cilium-agent.
