What happened?

cilium encrypt status command always return Keys in use: 0 for the AES-CBC Cipher Algorithm.
cilium images: v1.12 - v1.15

Cilium Version

cilium-cli: v0.15.7 compiled with go1.21.0

Kernel Version

Linux 5.15.136-flatcar x86_64

Kubernetes Version
