BGP CP: Replace LocalNodeStore with the Local CiliumNode Resource #28237
Description
When #27100 merged, BGP started watching the local CiliumNode resource to advertise Multi-Pool IPAM CIDRs. This causes BGP CP to use information from LocalNodeStore and CiliumNode sources. The CiliumNode resource provides all the necessary information, e.g. labels, annotations, etc. to provide a single source of truth for node information and should replace the LocalNodeStore.
