Hi Liz, we have some previous history of re-licensing files in the repo (see #18858). We had to reach out to all copyright owners (contributors) to the files involved, to make sure they agreed with the change.

Although looking at the files here, this should be pretty straightforward? All the changes to the files in this directory are from contributors from Isovalent, for whom you can probably answer; with one exception for the last commit which is a trivial clean-up, not specific to the Coccinelle files. So we should be able to just go ahead?
