there are a bunch of error messages in https://jenkins.cilium.io/job/Cilium-PR-K8s-1.26-kernel-net-next/1885/console. it looks like the failure is caused by:
16:53:13 Timed out while waiting for the machine to boot. This means that
16:53:13 Vagrant was unable to communicate with the guest machine within
16:53:13 the configured ("config.vm.boot_timeout" value) time period.
