Other dependencies we use are migrating to JDK 17 (17 is the next LTS release). We should consider doing the same at some point in the next year; active support ends for JDK 11 in 3 months. See https://endoflife.date/java for details.

Note that the main motivation for creating this issue is to begin tracking tasks that we will need to do. Feel free to edit this issue to add tasks, etc.

After migration:

• activate Sonarqube that we disabled at infra: disable sonar until we migrate to jdk17 #14275
