Description

  • bumps min python version to PY3.9 -- staying aligned with numpy's NEP 29 -- and officially adds PY3.11 support
  • adds windows build+tests into main CI workflow, and drops extraneous appveyor equivalent
  • tweaks optional dependency version marking for consistency
