Ensures compatibility with Bazel 8.3.0 and later, in which `@bazel_tools//tools/bash/runfiles` consists of more than one file.

@xnox Could you unblock CI for me? Bazel 8.3.0 just got released and users reported issues with this ruleset. |
if this passes will merge, and will separately add 8.3.0 to the test matrix. |
