Provide a retry mechanism with the ability to invoke the certificate reset API so the certificate request can be successful.

Describe alternatives you've considered
Only alternative at this time is to manually reset a certificate object that is in error state by logging into the Venafi UI.

Additional context
While the scenario to reproduce as documented here involves stopping a downstream service, the error could happen for various reasons. Not all may be recoverable.
