Disallow passphrase protected SSH keys #2153

Related to #2150
When saving the SSH keys for the app, we should examine to see if the key starts with -----BEGIN ENCRYPTED PRIVATE KEY-----. If so, we should reject the key and CapRover doesn't have the passphrase for the key.
