What does this PR do?

  • Fixes #XXXX (GitHub issue number)
  • Fixes CAL-XXXX (Linear issue number - should be visible at the bottom of the GitHub issue description)

The PR is going into the direction of being huge and extremely difficult for reviewers to review. Closing this PR to open a new set of PRs which breaks down what we're trying to do here in more easily reviewable and testable code. 🙏

The Primary issue has bee updated to include the plan!
