CairoShell creates 2 TaskBars and 2 MenuBars when the resolution of screen is changed #852

Describe the bug
when the screen resolution is changed on the screen, Cairo Shell creates additional UI elements

this ALWAYS happens when external monitor is connected and gets recognized as "Main" (or when this is first connection of monitor, and by default the "2 monitors" mode in windows 10 is "duplicate" so you need to manually change it to "extend" or "show only 2")

Steps to reproduce

  1. connect external monitor
  2. set the monitor as the new "main"

Expected behavior
everything works as expected

System information:

  • Windows version: 10 ver 22H2
  • Cairo version: 0.4.370.35207 - Pre-release
  • 64-bit: yes
    Cairo set as shell : no
    run Cairo on startup : yes
