Add the support of the RetrieveURL (0008,1190) that can be configured in config. #13
Description
Some DICOMweb server creates the WADO-RS RetrieveURL (0008,1190) by host name as 127.0.0.1 default, e.g., DCM4CHEE, which causes the invalided link. This feature will be added in the config to allow two options for creating WADO-RS URL: (1) created by BL. (2) created by the DICOMweb server.
