Environment

- CubeFS version:3.4.0

Current Behavior

Decommission a data node, the repair progress of a replica of a data partition sticks at 98.55%, then regresses to 0, and new replicas are created on other nodes to retry the repair process.

Expected Behavior

The repair progress of the replica will not get stuck and will be able to complete the repair successfully.

Steps To Reproduce

1. Decommission data node
2. Observe the repair progress of replicas through the cli.
