Addresses #4081.

These are always enabled on all platforms, with the exception of the FD_SET test, which is irrelevant on platforms that don't use select().

Great care was taken to ensure that the tests (memcpy in particular) are not optimized away by the compiler, which would obviously defeat the purpose of the runtime checks.

Looks good as far as I can tell.

Didn't get around to cleaning this up over the weekend, but I'll push a fixed version later today.

These are meant to test our back-compat stubs, but they are enabled for all
builds for the sake of consistency.

Automatic sanity-testing: PASSED, see http://jenkins.bluematt.me/pull-tester/92a6220711b3f98c3daad8a8dcdf13f09ce484fd for binaries and test log.
This test script verifies pulls every time they are updated. It, however, dies sometimes and fails to test properly. If you are waiting on a test, please check timestamps to verify that the test.log is moving at http://jenkins.bluematt.me/pull-tester/current/

In glib 2.13 memcpy was changed such that the way it copied bytes was reversed.
This caused all sorts of issues for existing software, which depended on the
existing behavior (when they should have been using memmove). See:
https://sourceware.org/bugzilla/show_bug.cgi?id=12518
https://bugzilla.redhat.com/show_bug.cgi?id=638477

Now that we require glibc 2.17+ (bitcoin#17538), we should be well clear of having to
maintain our memcpy -> memmove aliasing, which was introduced in bitcoin#4339.
