Bitcoind takes up 100% cpu, log file not written to. Even bitcoind --help isn't working.

100% cpu usage, no output

To reproduce

Compile current master and try to run bitcoind

System information

latest master

Debian Buster
VM with 28 Xeon Platinum cores, 64GB RAM, SSD storage

Compiled from v0.19.0.1 tag and it's working.
