📎 turn on `requireAscii` by default

### Description

[useNamingConvention](https://biomejs.dev/linter/rules/use-naming-convention) and [useFilenamingConvention](https://biomejs.dev/linter/rules/use-filenaming-convention) provide the option `requireAscii` that disallows non-ASCII identifiers. This option is turned off by default.

The option should be turned on in the next major release of Biome.
