Rename local checkNsUri helper function to make boolean conditions easily readable, as the issue was not apparent with the old helper function name.

Previously, any foreign namespace element inside the root
metalinkelement would be handled as if it was the Metalink4fileelement due to a logic error, essentially breaking the file parsing with a bogusSpecification violation: Missing file@nameerror.
