Custom Styles feature is broken #7065

Describe the bug
As part of Argo CD Core feature, the static resources were packaged into the argocd binary and --staticassets flag of argocd-server had been deprecated. As a result, it became impossible to use custom style instructions and customize Argo CD UI.
To Reproduce
Try following instructions.
Expected behavior
User should be able to add CSS/JS files and configure argocd-server to serve them.
