Summary

There are cases when the GitHub API rate limit is hit by Application Sets PR generator and scm-provider generator. It would be useful to have metrics and debug logs around GitHub API invocation and the rate limit info provided by GitHub API:

Motivation

It would make easier to troubleshoot hitting the GitHub API rate limit.
