Add "Pause" Action to Argo "Rollout"

Motivation

We have a CLI option to Pause an ongoing rollout at https://argo-rollouts.readthedocs.io/en/release-1.5/generated/kubectl-argo-rollouts/kubectl-argo-rollouts_pause/ .
The same should be available in the UI.

The use case is to manually pause in some cases of automated releases instead of straightaway aborting.
