Tree element showing draggable icon even if element isn't draggable #33708

- I have searched the issues of this repository and believe that this is not a duplicate.

Steps to reproduce
- Make draggable tree
- Filter draggable items
What is expected?
Expected that only draggable items will have draggable icon
What is actually happening?
Every item have draggable icon, even if I actually can't drag element

IDK is it actually bug, or it's just never been implemented, but it's UX problem in my mind
