What problem does this feature solve?

表单通常来说是为了录入数据，随之而来的另外一个需求是仅查看，
如果表单元素一个一个disabled，显得有点臃肿，不知是否考虑 Form 支持 disabled 来穿透

What does the proposed API look like?

<Form disabled /> 这样就禁用整个表单，
优先级以内层 Form.Item元素为准
