Update the improvement to COBYLA
Update the description of fmin_cobyla
The PRIMA version of COBYLA uses DELTA rather than RHO as the trust-region radius. RHO is a lower bound of DELTA. The PRIMA version allows the trust-region radius DELTA to increase and improves the performance of COBYLA.

Add Nickolai Belakovski in the release notes.
