Hi!
Ive got a GFM markdown file with a HTML TODO comment, the issue URL isn't commented out. Is this a bug or just unsupported?
GFM and commonmark seem to support these types of comments, yet stack overflow says not all engines do?

<!-- TODO: blah -->

turns into:

<!-- TODO: blah -->
     Issue URL: https://github.com/.../issues/123

Relevent GHA job
