Issue Description

当canal instance 名称带有空格时，会导致canal server 无法获取instance.properties

Steps to reproduce

1. 创建instance "test inst"
2. 启动instance
3. 查看canal server 日志

Expected behaviour

获取instance.properties 时对instance 名做encode

Actual behaviour

未对destination 做encode，导致报错
