Problem description

The icon size is inconsistent in the top.jsp component for specific themes. For instance, the Simplify or Groove themes.

Steps to reproduce

1. Select the Simplify theme
2. Click "Save"
3. Check the top header, now it will have varying sizes of icons which mess with the looks of the UI.
