An instance of the Zig compiler toolchain supports cross-compilation to multiple target platforms out of the box.
To a first approximation we can treat the execution platform and the target platform as orthogonal.

Implementation plan:

Add a separate toolchain type to declare the target platform configuration
- The idea is that the Zig compiler binary is provided by the Zig toolchain, resolved according to the execution platform constraint.
- And the target flags are provided by the target toolchain, resolved according to the target platform constraint.
Make Zig rules dependent on the target platform and include the appropriate flags in the flags provided to the compiler.

Steps

Add a target toolchain type
Implement a target toolchain rule that computes the appropriate flags
Define appropriate default target toolchain instances and register them by default
Add a corresponding resolved toolchain rule and target
Add a dependency on the target toolchain to the Zig rules and add the appropriate flags
Add analysis tests for target similar to mode tests (mode_test.bzl)
Add integration tests for cross compilation
