Description of changes:
In investigating some reliability issues, I noticed the
inflight_timertriggering a stream to be closed prematurely. This timer was from an earlier design and is no longer needed. By removing this, the reliability of the streams improved quite a bit. I'm still investigating more ways to improve reliability so this will be one of a few PRs around the topic.By submitting this pull request, I confirm that my contribution is made under the terms of the Apache 2.0 license.
