Security issue notifications

If you discover a potential security issue in s2n-quic we ask that you notify
AWS Security via our vulnerability reporting page. Please do not create a public github issue.

Problem:

Instead of the new clippy lints breaking our build, we could configure a github action to open a PR that includes the new changes. Would reduce the amount of maintenance our CI needs.
