Bug description

When zoomed into sample view, pressing Alt activates the Brush tool, which takes precedence over time stretch at the clip border.

Steps to reproduce

1. Zoom into sample view
2. Try to time stretch a clip using alt-drag

Expected behavior

The behavior should be consistent regardless of the zoom level

Please note that, while currently the cursor does not change to "time-stretch" when Alt is pressed, the functionality is still there.
