Bug description

If the User opens a real time effect dialog window, and tries to start/stop playback, while adjusting the effect, sometimes it won't stop/start playback. It will skip playback irraticaly, and the playback will function correctly only once the focus is switched back to the track view.

Steps to reproduce

1. Launch Audacity 4
2. Generate a clip
3. Apply a real time effect to the track
4. Open the effect
5. Adjust parameters
6. Try to play/pause
7. Observe result

Expected behavior

The User can start/stop playback while adjusting effects

Actual behavior

The User is unable to start/stop playback while adjusting effects
