Bug description

If a User creates a preset with Unicode preset symbols apart from Basic Latin, the preset won't be created, and internal error message will be shown.

NOTE: In AU3, this behaviour is only noticed with built-in 'Amplify' effect, other generators and effects work correctly. In AU3, the preset will be created and displayed correctly, but it won't retain the correct parameters.

Steps to reproduce

1. Launch Audacity
2. Open
3. Change the default parameters of the generator
4. Save a preset with ' Η Θ Ι Κ Λ Μ Ν Ξ Ο Π Ρ Σ' name
5. Change the generator parameters
6. Load the ' Η Θ Ι Κ Λ Μ Ν Ξ Ο Π Ρ Σ' preset
7. Observe result

Expected behavior

The User should be able to save presets with Unicode characters.

Actual behavior

The User is not able to save presets with Unicode characters.
