Bug description

If the User starts recording, and then left-clicks any clip, some context menu items won't be disabled, which could create unwanted results.

Steps to reproduce

1. Launch Audacity
2. Create a Stereo Track
3. Record into said Stereo Track
4. Right-Click on the recorded clip, or any other clip that can be within the project
5. Observe context menu

Expected behavior

The entirety of the context menu should be disabled if the User has initiated recording.

Actual behavior

The context menu has enabled items once the User has initiated recording.
