Fix #2746:

Remove gradle specific instructions, reorganize setup order, add instructions for running app and tests.
Audit existing Bazel setup instructions and expand where necessary.
Installing the Bazel plugin in Android Studio
Syncing (& partial syncing)

Fix part of #1723:

Ensure the installation instructions provide support for folks both using emulators and physical Android devices

Other changes

Removed steps for setting up a Rosetta terminal because that was only required for modifying Gradle's local.properties file.
noexperimental_check_desugar_deps flag is nolonger required. In Bazel 4, this was required to disable `--experimental_check_desugar_deps, which had several incompatibilities with the Apple Silicon Chip. For more information, please see here.
