  1. fix(ethclient/headerdb): prevent deadlock (#3687) 

    Fixes deadlock in `headercachedb` since `cosmos-db.MemDB` deosn't
support iterating and writing. It can deadlock when iteration is large.

  2. chore(lib/ethclient): add http timeout (#3689) 

    Add 30s timeout to all ethclient http requests. This should fix
production issue where clients are stuck waiting for response from
server.
